SESSION 1: SMALLSAT EXPERIENCES AND ACTIVITIES

Murat is Vice President, Corporate Strategy, at Intelsat. Murat is responsible for the company’s overarching strategy, including long-term planning, and identifying organic and inorganic levers for executing the strategy. His role includes driving cross-functional projects and go-to-market initiatives aimed at executing the company’s highest priority opportunities. He also oversees Market Intelligence and Business Development.

Murat has extensive international experience working for global, blue-chip manufacturing and technology conglomerates. Prior to joining Intelsat, Murat was Vice President of Industrials SBU at Sabanci Holding in Istanbul, Turkey. Before joining Sabanci Holding, Murat held various strategy and operational leadership roles at Pratt & Whitney and Raytheon Technologies in Connecticut.

Murat has a Bachelor of Science in Mining Engineering from Middle East Technical University in Ankara, Turkey and a Master of Business Administration (MBA) from Boston University. He earned a graduate level degree in Business Administration from Harvard University.

Prof. Shinichi Nakasuka graduated from University of Tokyo and received Ph.D in 1988. He joined IBM, and then has been working for Department of Aeronautics and Astronautics, University of Tokyo and now a full professor since 2004. He is the former Chairperson of IFAC Aerospace Technical Committee and has been the chairperson of UNISEC-GLOBAL since its beginning in 2013. His major research areas include micro/nano/pico-satellites, autonomy and intelligence for space systems, novel space systems, and guidance, navigation and control of spacecraft. He is the father of cubesat in Japan where he developed and launched 13 micro/nano/pico-satellites successfully including the world first CubeSat launched in 2003. He contributed to establishment of several space start-ups, and to the space education to Asian and many other countries. He is also a member of Japanese government to steer the governmental space activities. He was awarded the FRANK J. MALINA ASTRONAUTICS MEDAL at the IAC in 2022.

Dmitriy Vetlugin holds the role of Market Access Advisor at Eutelsat Group (formerly OneWeb), contributing his expertise since 2019. In this capacity, he focuses on overseeing regulatory affairs and government relations across the Central Asia, Türkiye, and Caucasus regions.

Prior to his tenure at Eutelsat Group, Mr. Vetlugin cultivated a wealth of experience at VEON Group, where he occupied key positions in legal and regulatory management. Notably, he served as the Chief Regulatory Officer for CIS countries and held the position of Legal Director for VEON’s subsidiary in Kyrgyz Republic.

Prof.Dr. Aslan received BSC and MSc degrees from the Istanbul Technical University Department of Aeronautical Engineering. Then, he completed the Diploma Course of the von Karman Institute for Fluid Dynamics (Belgium) with a scholarship in 1986. He received his Ph.D. from the same institute
(aeronautics and aerospace department) together with Universite Libre de Bruxelles in 1991. He worked as an adjunct professor in Old Dominion University, USA, from mid-2001 to mid-2002. Prof. Dr. A. Rüstem Aslan served as the head of the Department of Astronautical Engineering at Istanbul Technical University (ITU) from 2004 to end of 2013. He is currently the Manager (founder) of Space Systems Design and Test Lab. where many nanosatellites developed and tested since 2007, along with other duties. Prof. Aslan is a dynamic and innovative leader in the space industry with nearly 23 years of experience with the end-to-end execution of space systems for numerous government and commercial programs.

Prof. Aslan is the father of CubeSat in Turkey. He started CubeSat development in 2005 and so far, he has managed development and successful launch of 7 CubeSats in to orbit, including the first Turkish CubeSat ITUpSAT1.

SESSION 2: SMALLSAT AND NEW PERSPECTIVES

Cem Bilsel, born in Adana in 1966, completed his bachelor’s degree and master studies in the Department of Electrical and Electronics Engineering at Middle East Technical University (METU). He began his career in 1988 at a biomedical company called Malhanlar Foreign Trade Inc. Subsequently, he worked as a Radio Link and Türksat Project Engineer, Türksat Project Manager, Türksat Station Manager, and Deputy Chief of the Satellite Department at PTT/Turk Telekom. He also served as the Customer Operations Manager and Technical Deputy General Manager at EURASIASAT SAM, a joint venture company established by Turkish Telecom based in Monaco and the French ALCATEL SPACE Company. In Monaco, he worked as an independent telecommunications consultant and as a Project Manager at ASELSAN. He retired in March 2023 and currently provides consultancy services to various companies. Cem Bilsel is married and a father of one child, and he is proficient in both English and French.

Mr. Gurvinder Chohan (B. Eng., MBA, M.sc (Business law)) has over 25 years of in Aerospace and defense sector. He is the founder and CEO of QSTC Inc (formerly AQSTC Space group USA). QSTC is one of the leading companies providing space solutions in area of Quantum, smart satellite platforms and remote sensing solution. Head office in Montreal, Canada and has offices in USA, UK, Switzerland and Indonesia. QSTC has developed small GEO bus with Ka , Ku , V/Q and E Band transponders with high speed (optical) connectivity. QSTC is part of the team developing Crewed Lunar Vehicle for NASA where QSTC is responsible for locomotive, communication and robotics. IN short span of 5 years QSTC has successful accomplished LEO and GEO missions and under his leadership and vision QSTC has over 100M of backlog. Mr Chohan s associated with many professional and non professional organization and has been awarded with Canada Sovereign Medal by Governor General of Canada

Muzaffer Duysal graduated from Bülent Ecevit University, Department of Electrical and Electronics, and received his MBA education at TOBB University of Economics and Technology.

He is a Co-Founder and CEO at Hello Space Systems, working on Internet of Things-based data solutions from space with PocketQube constellation which is the new era in space technologies and will be served in Digital Agriculture, Logistics, Energy, etc.

He also has worked in the Turkish Aerospace Space Systems department for two years as a Design Engineer. Before these works, He has founded the Grizu-263 Space Team and acquired second-place awards twice from the American Astronautical Society in CanSat Competition. Furthermore, He is a team leader on Turkey’s first PocketQube satellite(Grizu-263A) which was launched by SpaceX Falcon 9 rocket.

He graduated from Istanbul Technical University (İTÜ) Astronautical Engineering Department in 2010 and Meteorological Engineering Department in 2011. He worked in the TÜRKSAT-3USAT Project between 2010-2012 and contributed to the development of the Passive Magnetic Attitude Control System used on the satellite. Between 2015 and 2018, he worked as Aeronautics and Space Technologies Assistant Expert at the General Directorate of Aeronautics and Space Technologies under the Ministry of Transport and Infrastructure. He graduated from İTÜ Aeronautical and Astronautical Engineering MSc Program in 2018. In 2019, he worked as Transport and Communications Expert at the Unmanned Aerial Vehicles (UAV) Coordination Office under the General Directorate of Civil Aviation. He has been working as Space Technologies Expert at the Turkish Space Agency (TUA) Space Systems and Spacecraft Department since December 2019; and also serves as the Head of Space Based Navigation Unit. He carries out coordination, planning and project studies regarding satellite and space systems, especially Satellite Based Navigation Systems and CubeSats.

Philipp Wertz was born in 1971 in Stuttgart, Germany.

He studied Electrical Engineering at the University of Stuttgart, focusing on radio frequency technology.

He continued his studies with a doctorate in 2000 at the Institute of Radio Frequency Technology at the University of Stuttgart focusing on mobile radio networks simulation.

After joining Tesat Spacecom in 2007, he participated in several hardware programs and studies as a system engineer.

Since 2010, he worked as manager of a subsystem engineering group with special emphasis on high rate data communication.

Since 2015, he is working as Product Manager for Communication Systems, introducing new products including high datarate RF & Optical communication solutions.

SESSION 3: SMALLSAT AND NEW HORIZONS

Gürkan Sencar was born in Kdz. Ereğli in 1968. After completing Kdz.Ereğli Anatolian High School in 1985, he gratuated from Middle East Technical University (METU) Electrical &Electronical Engineering department, Ankara, in 1989. At the same year he started to work as a ‘Research Assistant’ at METU and has M.Sc. degree on Telecommunications in 1992. He also has an MBA(CPIM) degree from Istanbul University. Gurkan Sencar started to work for ATV-Sabah Media Group as the Satellite&Telecommunications Manager in 1994.

In 2000 he joined Comsat International. He worked on Technical Design and Programme Management of VSAT services and expanded service portfolio by adopting new satellite Technologies. In 2008, after Comsat acquisition he joined British Telecom Global Services (BT). He started as ‘Head of Satellite Services’ for the EMEA region and worked as the Country Manager for Turkey and Eastern Mediterranean for his last two years at BT (2017-2018).

He joined Profen Group in 2019 and working as General Manager at Profen Satellite Services (ICT Telekom). He is married and has two children.

A skilled business innovation & industrial researcher and systems engineer, with 30 years’ experience in upstream unmanned space engineering, digital design & delivery and business transformation in healthTech and spaceTech. Now currently involved in industrial, safety-based R&D for the space industry:

• Design & development of state-of-the-art spacecraft handling facilities
• Development and delivery of practical safety-led engineering skills for the students and the space sector
• Digital engineering for space applications

Florian Leschka received the Dipl.-Ing. Degree in electrical engineering (RF, signal processing and information technology) from Friedrich-Alexander-University Erlangen-Nuremberg, Germany, in 2008.

From 2008 to 2016, he worked as R&D engineer and software developer at Fraunhofer IIS in the Audio and Multimedia Division. He primarily worked on Matlab and C/C++ implementations of various MPEG Audio decoders and in the field of binaural audio signal rendering. There, he gained experience in agile software development, software testing and software architecture.

In May 2016, he moved to “RF and SatCom Systems” Dept. He is employed as team manager for the “System Design” group and depty head of the department.
Beside his R&D work for satellite transmission systems, he is responsible for road map development and strategy planning, project management, acquisition and marketing, especially for satellite-based IoT systems.

In the past years, Florian took the role of project manager for several satellite IoT related project, also from esa and DLR.

Marco Mirante joined Hughes Network Systems in 1997 having worked in the telecommunications industry since 1984 in a number of Italian and international companies. His first job was at Contraves Italiana as Technical Trainer and later at Italtel SpA as a Key Account Manager and Contract Manager.

He has been Regional Sales Director in Hughes for the past 15 years with his main responsibility on European and North Africa countries. During this time, Hughes launched the Jupiter platform – the next generation high-throughput system for VSAT – which is an enhancement of its proprietary existing system.
In his time at Hughes he has helped to enlarge and develop new opportunities into the satellite field.

Guy LIMOUZIN spent his all career at Airbus Defence and Space in Toulouse, France after a first experience at ESA- ESTEC in the Netherlands. Following 5 years in the Telecommunication Satellite operations, then in engineering (Human Space Flight Missions and Science), he moved to the Sales department and more specifically addressing the Earth Observation International Sales. He contributed to the development of the space activities in several countries in the world through the sale of Earth Observation Space Systems, both civil and military in Asia, Central Asia, Middle-East. He is now in charge of the selling of all types of space products in Airbus Defence and Space (Telecommunication, Navigation, Observation) over part of the world (Central Asia, Europe and Australia).

Since mid of 2021, he is also the President of the French leg of the company Airbus-Oneweb Satellite (AOS), legal representant of the company for the French activities. AOS includes the engineering, validation and supply chain functions for all the programs that AOS has managed to sign. The Company was the precursor of building up a large constellation in Low Earth Orbit for our Oneweb customer, has developed the processes, the satellites and the Fabrication Line with the goal to inject the 648 satellites in orbit. They are all up there now.

SESSION 4: ECOSYTEM OF SMALLSAT, OPPORTUNITIES AND THREATS

He was born in Ankara in 1962, is married and has two children. M. Ali YAZICI, who graduated from Ankara ATATÜRK High School, graduated from METU Electrical and Electronics Engineering Department in 1984. He completed his master’s degree in the same department in 1987. He started working at ASELSAN in 1984. He held various positions as Engineer, Chief Engineer and Design Leader in the fields of Quality Control, Military and Civilian Communication Systems and Information Security. He served as HBT- Crypto and Information Security Manager between 2004-2014, and HBT- Satellite Payloads Program Manager between 2014-2020. Between 2020 and 2022, he served as the Integrated Navigation System Project Manager. Between 2001 and 2014, he served as a consultant representing Turkey in NATO SC/4 INFOSEC Subcommittee and NATO C3B CAP4 Information Assurance and Cyber Defense Capability Panel studies. He retired from ASELSAN on 22.02.2022. YAZICI, the Founding Partner of MONIN Consultancy Technology, currently works as a freelance consultant in the defense industry sector.

Before launching CYSEC, Patrick played an active part in the world’s first exit in quantum technologies. Patrick has specialized in creating business value from security for governments, banks, the industrial sector and telco, using his deep experience in security, especially in technologies relating to quantum computing and cryptography.

Patrick earned an undergraduate degree in engineering at the University of Applied Sciences and a Master in Project Management at the Geneva School of Business Administration.

Ondrej Farkas is keenly trying to bridge the gap between academic research and practical industry applications. His dialogues with university scholars are instrumental, laying the groundwork for future satellite projects that challenge the status quo. His active participation in seminal conferences underscores a steadfast commitment to technology transfer and the cultivation of an international network of partnerships. He is a firm believer in the power of resilience and strategic planning. His role at Spacemanic transcends day-to-day tasks, encompassing a broader vision for the future of space travel and technology. Ondrej’s commitment to technological advancement is not just confined to his immediate responsibilities; he actively engages in pivotal industry events and conferences, showcasing his expertise and vision for the future of space technology. His work encompasses a deep understanding of the nuances of satellite operations and space missions, aligning with Spacemanic’s mission of delivering cost-efficient and cutting-edge satellite solutions.

RF/ Microwave design engineer with 25 years of experience and serving as a design team leader for 15 years at radar, electronic warfare, ground and space communications projects in R&D department. I developed various passive microwave circuits. My main focus is development of passive circuits especially filters and filters assemblies (multiplexers, switched multiplexers, switched filter banks, tunable filters, imux’es and omux’es).

Pablo Gallego Sanmiguel is PLD Space Senior Vice President, Sales & Customers. Before joining PLD Space in 2019, he developed his professional career from California (United States) working as Mission Manager of Launching Services with SpaceX as well as providing aerospace consulting services. Previously, Pablo had participated actively in several other rocket launch operations, such as Ariane 4, Ariane 5, Soyuz, Dnepr, Vega, Falcon 9 and Falcon Heavy. Currently, Pablo coordinates his activities in PLD Space between the United States and Europe where he directly addresses the needs of customers.

Baris Dinc graduated from Ankara University with a degree in Electronics, followed by a master’s degree in the Astronomy and Space Sciences department. After accumulating extensive experience in the defense industry on government and military projects, he has shifted his focus to the Internet of Things industry in Finland, where he currently works as a hardware/firmware designer.

As an electronics engineer, astronomer, and ham radio enthusiast, he has devoted his life to radio communications, particularly satellites, since the 1990s. Baris is a co-founder of the Mars On Earth Project (https://www.marsonearthproject), a community initiative engaged in space-related activities with young individuals. Additionally, he is a member of the TAMSAT Amateur Satellite Organization, actively contributing to various Turkish LEO satellite projects over the years.

Fahri Öztürk is the team leader of the Microwave and Antenna Systems Group at Space Technologies Research Institute (TÜBİTAK UZAY) and holds a decade of experience as an Antenna System design engineer. He earned his PhD in Radio Astronomy Instrumentation from the University of Manchester, focusing on the development of lens-based horn antenna systems and the design of dual-reflector antenna systems operating in W-band frequencies for a space-based Radio Astronomy satellite. His primary expertise lies in configuring antenna systems tailored for Low Earth Orbit (LEO), Geostationary Orbit (GEO), and deep space satellites.

He contributed to the communication systems of projects such as the İMECE satellite and AKUP cubesat, presently dedicating efforts to the first Lunar Mission of Türkiye. From 2018 to 2020, Fahri Öztürk served at the Max Planck Albert Einstein Institute in Germany as a system engineer and studied in the redundancy architecture design and led Product Assurance activities for the Phasemeter payload of the LISA (Laser Interferometer Space Antenna) project.
