Murat is responsible for the company’s overarching strategy, including long-term planning, and identifying organic and inorganic levers for executing the strategy. Murat has extensive international experience working for global, blue-chip manufacturing and technology conglomerates. Dr. Sunghee Lee is a highly accomplished professional in the field of aerospace, currently serving as the CEO of CONTEC. With an illustrious career spanning over 16 years at KARI, Dr. Lee honed his expertise as a research engineer, focusing on ground systems and satellite operations. He was involved in the major space projects that marked the beginning of New Space in Korea including the launch mission of ‘KSLV-I (Naro)’, the first launch vehicle to be developed by Korea. In addition to his work at KARI, Dr. Lee’s commitment to expanding his knowledge and collaborating with international experts took him to Carleton University as a visiting researcher to work on different cubesat missions.

Dr. Lee’s passion for advancing space technology and his dedication to improving satellite operations led him to establish CONTEC. Under his guidance, CONTEC has flourished into a prominent player in the field, offering cutting-edge solutions that cater to the diverse needs of the satellite industry.

General Director, Halit Mirahmetoğlu, graduated from the Department of Astronomy and Space Sciences at Ege University, followed by further education in Space Studies at Beihang University in China. He completed his master’s degree in ‘Space Project Management’ at the International Space University in France. Currently, he is pursuing his doctoral studies at the National Defense University, Hezarfen Institute of Aviation and Space Technologies. With over 4000 hours of training and moderation experience both domestically and internationally, he has participated in projects and programs organized by institutions such as the United Nations, the Council of Europe, the Ministry of Interior, and the European Union Education and Youth Programs Center Presidency. He has also held various high-level positions in international organizations such as the International Astronautical Federation and the SGAC Space Generation Advisory Council. He served as a management consultant in the Göktürk-1 project, Turkey’s first high- resolution Earth observation satellite.


Prof.Dr. Alim Rüstem ASLAN

Prof.Dr. Aslan received BSC and MSc degrees from the Istanbul Technical University Department of Aeronautical Engineering. Then, he completed the Diploma Course of the von Karman Institute for Fluid Dynamics (Belgium) with a scholarship in 1986. He received his Ph.D. from the same institute
(aeronautics and aerospace department) together with Universite Libre de Bruxelles in 1991. He worked as an adjunct professor in Old Dominion University, USA, from mid-2001 to mid-2002. Prof. Dr. A. Rüstem Aslan served as the head of the Department of Astronautical Engineering at Istanbul Technical University (ITU) from 2004 to end of 2013. He is currently the Manager (founder) of Space Systems Design and Test Lab. where many nanosatellites developed and tested since 2007, along with other duties. Prof. Aslan is a dynamic and innovative leader in the space industry with nearly 23 years of experience with the end-to-end execution of space systems for numerous government and commercial programs.

Prof. Aslan is the father of CubeSat in Turkey. He started CubeSat development in 2005 and so far, he has managed development and successful launch of 7 CubeSats in to orbit, including the first Turkish CubeSat ITUpSAT1.

Ali BAYGELDİ

He completed his undergraduate education at Erciyes University, Department of Electronics Engineering. In 1995, he started to work as an ‘Orbital Control Engineer’ in the satellite control center of Türksat Satellite Communication Cable TV and Management Inc. After 10 years of experience, he moved to Türk Telekom in 2005. He worked as Project Engineer, Information Technologies Manager and Chief Engineer, respectively. Later, he left Türk Telekom and started to work at the Ministry of Transport and Infrastructure. He served as Project Engineer, Head of Satellite Design and Integration Department, Deputy General Manager and finally Head of Intelligent Transportation Systems Department.

In 2019, he was appointed as the Head of Space Systems and Vehicles Department at the Turkish Space Agency. Throughout his career, he has been involved in many projects in the field of Space Technologies. Some of these are: EGNOS Feasibility Project (2015-2017), UBAKUSAT CubeSat (2016-2018), Space Environment Exposure Experiments in the International Space Station KİBO module (2017-2019) and also took part as a manager in the preparation process of the National Space Program (MUP). He is currently involved in the execution of the National Space Program. He is responsible for the ongoing Turkish Lunar Research Program (AYAP) under the MUP. He still continues to serve as the head of the Space Systems, Missions and Technologies Department.

Arif Karabeyoğlu is recognized for his expertise in hybrid rocket technology. After completing his undergraduate degree at Istanbul Technical University, Karabeyoğlu earned his doctorate in Aerospace Engineering at Stanford University. Throughout his career, he has been involved in significant research in the field of rocket propulsion systems. Currently, he serves as a faculty member at KOÇ University in Istanbul. Additionally, he continues to contribute to the research and development of hybrid space systems as the CEO of DeltaV Space Technologies company and as a board member of the Turkish Space Agency.

Dr. Medeni Soysal is the group lead of Strategy, Interagency Coordination and Corporate Communications Group of TÜBITAK Space Technologies Research Institute (TÜBITAK Uzay), the leading public research entity of Türkiye in innovative space technologies and applications. During his engineering career in TÜBITAK, he concurrently participated in research, development and management levels of many research and development projects.

He has represented Türkiye as a delegate to the UN, from 2016 to 2018, in the Scientific and Technical Subcommittee (STSC), Legal Subcommittee (LSC) and the Committee on the Peaceful Uses of Outer Space (COPUOS). During this period, he focused on crosscutting and interdisciplinary issues that permeate the boundaries between the Scientific and Technical Subcommittee and the Legal Subcommittee.

Subsequently, he served as a seconded expert in the Space Applications Section (SAS) of the United Nations (UN) Office for Outer Space Affairs (UNOOSA), where he led the implementation of the UN Basic Space Technology Initiative (BSTI).  As per this role, he conducted the concept development, planning and implementation activities of the UN/Brazil Symposium on Basic Space Technology “Creating Novel Opportunities with Small Satellite Space Missions” (A/AC.105/1194). During his time in UNOOSA, he also contributed to the concept development of the Global Space Partnership Initiative, whose objective is to establish a coordinated support mechanism among the space community for increasing access of developing countries to the benefits of space technologies and its applications.

Adding to his interdisciplinary experience, the following year he organized the “UN Conference on Space Law and Policy” in a trilateral cooperation setting on behalf of UN, Asia-Pacific Space Cooperation Organization (APSCO) and Türkiye. He coordinated the organization of this canonical conference and hosted more than 250 experts from more than 40 countries and 6 continents in Istanbul. Furthermore, he was the master of ceremony of the whole event and the moderator of the opening session of the conference.

He qualified to receive a comprehensive training on space law and policy by the European Space Agency (ESA), which he completed with the Best Project Award. He holds a PhD. degree in Electrical and Electronics Engineering from the Middle East Technical University (METU) and pursues a graduate degree in international relations. He has authored and co-authored more than 25 conference and journal papers on a broad range of topics that include computer vision and pattern recognition, space applications, international cooperation mechanisms and space law.

Ali YAZICI

He was born in Ankara in 1962, is married and has two children. M. Ali YAZICI, who graduated from Ankara ATATÜRK High School, graduated from METU Electrical and Electronics Engineering Department in 1984. He completed his master’s degree in the same department in 1987. He started working at ASELSAN in 1984. He held various positions as Engineer, Chief Engineer and Design Leader in the fields of Quality Control, Military and Civilian Communication Systems and Information Security. He served as HBT- Crypto and Information Security Manager between 2004-2014, and HBT- Satellite Payloads Program Manager between 2014-2020. Between 2020 and 2022, he served as the Integrated Navigation System Project Manager. Between 2001 and 2014, he served as a consultant representing Turkey in NATO SC/4 INFOSEC Subcommittee and NATO C3B CAP4 Information Assurance and Cyber Defense Capability Panel studies. He retired from ASELSAN on 22.02.2022. YAZICI, the Founding Partner of MONIN Consultancy Technology, currently works as a freelance consultant in the defense industry sector.

Dr. Kadir DURAK

Kadir Durak received his B.Sc. Degree in Middle East Technical University Physics Department in 2009 and he started his PhD in National University of Singapore at the same year. After receiving PhD in 2015 he worked in the Centre for Quantum Technologies as team lead in a research group that works on space-ground quantum key distribution via a CubeSat. He has been a faculty member at Özyeğin University since 2017. He is also the founder and the CEO of the first quantum optics startup in Turkey.

Gennaro RUSSO, PhD.

He is presently senior manager for Space and Defense at DAC, the Campania Aerospace District.
He is full member of the International Academy of Astronautics, participates in a number of
technical committees of the International Astronautical Federation, and is co-founder and director
of the Center for Near Space of the Italian Institute for the Future, committed to the development of
the Expansion of Humanity in Space.
He co-founded Trans-Tech, an SME devoted to technology transfer and disruptive concepts
design. He is co-conceiver and project manager of the HYPLANE project, a hypersonic suborbital
spaceplane.
In 2013, he co-founded Space Renaissance Italia with the role of president covered up to May
2015.
He was a director of CIRA, the Italian Aerospace Research Center, where he worked for about 25
years managing space related programs, projects and facilities, mostly devoted to space
transportation and reentry. He led in particular the PRORA-USV program, playing the role of flight
director of balloon-dropped transonic-supersonic flight tests. He was designer of the 70 Megawatt
SCIROCCO Plasma Wind Tunnel for duplicating reentry aerothermodynamics conditions from low
earth orbit.
At the beginning of his career, he worked for about ten years with the Microgravity Research Team
led by Luigi G. Napolitano at University of Naples, designing, preparing and analyzing experiments
executed inside the Spacelab of the European Space Agency (ESA) on board the Space Shuttle,
including the related astronauts training.
Graduated cum laude at University Federico II of Naples in Aeronautical Engineering, he holds a
Doctoral Degree in Aerospace Engineering obtained at University Sapienza of Rome. He was the
first PhD in Italy and the first in Europe to discuss a thesis on microgravity.
He is author of more than 150 papers presented at national and international congresses and/or
published in international scientific journals.

Yalçın YILMAZKAYA

Born in 1956 in Istanbul, completed his BSc. degree in Electrical Engineering at Technical University of Istanbul and received MSc. degree with honors in 1982. Between 1982 – 1984, worked in the Scientific and Research Institute of Turkey (TUBITAK), Marmara Research Center in different strategic projects.

In 1984, he joined General Electric Medical Systems U.S.A. as a Field Support Engineer based in Amman – Jordan and in Cairo – Egypt. Between 1987 and 1996, worked in different management responsibilities in GE Medical Systems – Turkey. In 1996, he has moved to GE Corporate. In May 1999, became the General Manager and C.E.O. of GE International – Turkey and acted as the leader for GE’s strategic growth in the Turkiye and in the MEA region.

Since 2001, Mr. Yilmazkaya has been working as a Senior Consultant in Aerospace and Defense Programs and M&A projects in Turkey and in the Middle East. Also, he works on voluntary bases in the universities and vocational schools to improve the quality of learning.

Now a Board Member and Secretary General in Aviation Clustering Association (ACA – HUKD) in Turkey (an NGO) and the leader of the Supply Chain & Technology Working Group at the European Aerospace Cluster Partnership (EACP). He has extensive knowledge of satellite communications. Director of the Multimedia Departement for SES and EUTELSAT, he presented the first satellite Internet offers in 2001 in France and in Europe. Since 2005 he has been founder and now Honorary President of 33s (International Independent Institute for Space ans Satellite Solutions) a non-profit institute dedicate to satellite applications ( Precursor of NewSpace), wigh 3 axes networking education, humanitarian actions (More than 1 500 Members in Europe)

After graduating from Ankara Atatürk Anatolian High School, Mr. Bayraktar received his bachelor’s degree in Business Administration from METU in 2005. He started his professional career in the private sector, and in 2010 he joined TÜBİTAK UZAY, where he took part in many projects, especially in the RASAT and Göktürk-2 satellite development projects. During this period, he assumed the technical leadership of the Earth Observation for Economic Empowerment (EOPOWER) project within the scope of the European Union 7th Framework Programme and carried out the financial audits of the Asia Pacific Space Cooperation Organisation (APSCO), headquartered in China.

In 2013, he completed his master’s degree in Science and Technology Policy Studies at METU and in 2015, he completed his master’s degree in Technology and Innovation Management at the University of Sussex in the UK as a Jean Monnet Scholar.

Between 2016 and 2019, he worked at TUBITAK Institute of Management Sciences (TÜSSİDE) where his activities focused on project management, business development, process management, entrepreneurship, innovation, clustering, establishing sectoral strategies and institutional transformation.

Since 2019, he has been working in the Business Development and External Relations Group at TÜBİTAK UZAY and during this period, he has contributed many national and international projects, including the IMECE Satellite Development Project, the Lunar Research Programme, the Turkish Astronaut and Science Mission, both in the execution and business development stages. He is currently working as the Project Manager of DUYARGA Software, Equipment Development and Research Project for Deep Space Missions with the title of Senior Chief Expert.

Victoria is a Political Scientist who holds a Master’s Degree in International Studies from the University of Santiago. She completed postgraduate studies in the contemporary function of Intelligence and in Strategic Planning of Defense at the National Academy for Political and Strategic Studies (ANEPE) under the Ministry of Defense of Chile. Victoria currently serves as a professor at the National Academy of War of the Chilean Army and at ANEPE, where she teaches “Counter Space Analysis” and “Space Policies Analysis.”

With over 8 years of experience as a researcher, Victoria specializes in space policies analysis, space and defense affairs, and counterspace analysis. She has contributed to the formulation of the space segment in the Chilean Defense Whitepaper (2017) and to the development of the Chilean “National Space Defense” strategy in 2020. Victoria is a Global Fellow at the European Space Policy Institute (ESPI) and serves as an expert member (observer) at the LAC-SC within the International Astronautical Federation (IAF).

Jason Michaud was raised in Dubreuilville, a lumber village. With a blend of French and Métis heritage he grew up amidst the rich cultures of both the French and Anishnawbe communities, on the traditional lands of Michipicoten First Nation.
Overcoming the challenges of growing up in an isolated community, Jason tenaciously pursued his passion for a career in STEM. Despite the obstacles faced, he became the first in his family to graduate from high school, a testament to his unwavering determination and resilience. Jason then went on to pursue his education in computer sciences at Collège Boréal.
In 2014, Jason founded Stardust with a vision to advance the space industry through technological innovation and scientific breakthroughs, ultimately making space more accessible to humanity.
Through Stardust, he has successfully established several international projects in collaboration with partners worldwide. Notable among these ventures is the renowned Anangokaa Festival, the largest space festival in Canadian history.
With over 80 parabolas of experience in zero-gravity, lunar, and Martian gravity flights, Jason Michaud has accumulated substantial expertise as a crew member. He has worked closely with esteemed institutions such as the Canadian Space Agency and the National Research Council of Canada in the development of the SERENITY project. Jason’s aspirations extend to the establishment of a lunar city in the future.
The SERENITY project will allow space explorers to embrace their loved ones from space during the ARTEMIS missions. Jason’s Anangokaa initiative aims to empower indigenous sovereignty in space, particularly for the people of Turtle Island, through the establishment of the first indigenous space agency. In 2026, the Robotic Arm One For All, which shall be developed in conjunction with ispace, will enable future generations to remotely experience the sensation of touching the moon’s soil during its flight. Additionally, Jason’s latest endeavor, THEIA, is the world’s first lunar analog habitat, designed to accommodate a crew of 20 or more individuals. THEIA will focus on studying crew dynamics, and well-being, and conducting comprehensive research on various aspects of human civilization, with the ultimate goal of paving the way for humanity as a multi-planetary species.

Multi-Orbit Satellite and Space Technologies  in Space Defence

TUYAD (Telecommunication Satellite and Electronics Industrialists’ Business People’s Association) is a Turkish non-profit non-governmental organisation founded in 2001 by satellite operators and satellite systems manufacturers, and has been working to develop satellite technologies and its market in Türkiye for 23 years.

In this context, “The CubesatVision International Low Earth Orbit Cubesat and Small Satellite Conference” which was held at in BTK, Ankara on 14-15 December 2023 has been a great success leading to the establishment of the Satellite Technologies Venture Group (STVG-UTGG) by bringing together domestic companies and investors who desire to engage in near earth orbit satellite production and, research and development activities together with international leading satellite companies. Another outcome has been the establishment and launch of KÜPSAT A.S. in Istanbul Technical University (ITU) Maslak Campus by 7 major shareholders including an international partner towards providing added value.

Since early 2000, due to new space initiative and CubeSat technologies, there has been a large increase in number of satellites developed and launched which led to a number of specialized small sat launch vehicle development and rideshare options on larger ones, such as transport mission of Falcon 9 of SpaceX, reducing launch cost and making space accessible to everyone. In parallel, many miniaturized systems are developed increasing capability and usage of small satellites particularly in remote sensing and communications. Due to fast development times and affordable cost, they have been produced in large numbers to form constellations reducing very much the temporal resolution as well as adding redundancy. Having spacecraft development, a possibility for everyone is brought up the issue of threat for existing large-scale expensive space assets thus needing a way to protect them. Space situational awareness (SSA) has become a major topic of research and system/sensor development towards protection of in orbit space capabilities.

Likewise, Türkiye, based on recent developments and TUAs space program which gives importance to space studies and plan to increase its space capabilities in orbit through public and private organisations, should participates in these works extensively through international cooperation and prepare related regulatory conditions to attract investors and technology leaders.

Therefore, a second meeting is being planned under the leadership of KÜPSAT A.S. and TUYAD entitled “CubesatVision Exclusive Defence Workshop”, which will be held on 15 May 2024 between 10:00-17:00 at Istanbul Bostancı Green Park Hotel, which will bring together international space companies, domestic defence industry companies and all relevant institutions of the public sector to discuss in depth the space situational awareness, space systems-security-space asset protection and its future under the main concept of defence.

This workshop is first of its kind under the main title of “Defence & Space.
